General Joseph P. FranklinGeneral Joseph P. Franklin graduated from West Point in 1955 with a commission in the U.S. Army Corps of Engineers. He was assigned to Karlsruhe, Germany, and served with Combat Engineer units until 1959. He earned his Masters degrees in Civil Engineering and Nuclear Engineering at MIT. Franklin was selected to be Commandant of Cadets at West Point, where he served until 1982. From there, he was promoted to Major General and assigned in 1983 as Chief of the Joint U.S. Military Group and Senior U.S. Defense Representative in Spain.
